Damariscotta selectmen choose officers
Fifteen action items on agenda

On the first regular board of selectmen meeting of the new fiscal year, the Damariscotta board chose new officers. Robin Mayer will serve as chairman, George Parker as vice chairman, and Ronn Orenstein, second vice chairman. Michelle Cameron and Cheryl Pinkham, town chairman and deputy chairman, respectively, will serve as secretary and video operator for the meetings.
The board also set a new time for the meetings. It will meet the first and third Wednesdays of each month, at 5:30 p.m., year-round.
Mark Hagar also joined the board as selectman, and abstained from voting on several issues that had begun before his term commenced.
The board voted to approve an entertainment license for Lakehurst, Inc. and gave Town Manager Matt Lutkus direction on leasing space in the municipal parking lot to a restaurant, the Damariscotta River Grill, that needs a non-parking space for a dumpster. As the dumpster has been there for some time, the board had agreed to ask at town meeting for permission to lease space for the dumpster.
No details were worked out in the meeting, but the board voted to have Lutkus arrange to draft an agreement to present to the restaurant’s owners. If the owners agree to the terms, they would incur the legal costs.
The town also agreed to buy a speed enforcement sign that could be changed to reflect conditions ahead, such as an accident or event. The cost is expected to be about $5,000.

- Repair of the Walpole Cemetery arch and wall for $28,800. The wall on either side of the arch must be repaired, as well as the arch itself, and minor repairs further to the east of the arch. The fence also must be repaired. The contractor, Stone Age, said the work can be completed by the end of September.
- The Lincoln County Hazard Mitigation Plan of 2016, which provides for emergency community shelters. Damariscotta’s shelter will be at Great Salt Bay School. The town also agreed to a Memorandum of Understanding with the Lincoln County Emergency Management Agency that would cover all the towns in central Lincoln County.
- Appointments to boards and committees voted on in one block. Planning Board, Jonathan Eaton and Wilder Hunt; Board of Appeals, Douglas Morton and Wallace Schling; Shellfish Conservation Committee, Robert Wallace; Harbor Committee, Steven Hufnagel; Financial Advisory Committee, Mark Andrews; Public Works, George Parker and Josh Pinkham.

- Designation of Selectmen to sign off-cycle payroll and accounts payable warrants — the chairman, vice-chairman, and second vice-chairman.
- Order of Municipal Officers regarding payment of outstanding or delinquent taxes — the board agreed to apply payments to the oldest debt first.
- Agreement with the Midcoast Community Action Agency to administer the “Worthy Poor” funds. The agency does not charge a fee to the town for the service.
- Agreement with the Lincoln County Animal Shelter.
- Authorized the Police Chief to sign a Memorandum of Understanding with the Lincoln County Recovery Collaborative, a group aiming to help addicts find treatment.
- Agreed to the Assessing Services contract with the current assessor.
- Agreed to the application fees for sign installation of $40 for a permanent sign and $25 for a non-permanent sign, which could be renewed annually if necessary. The non-permanent sign fee would include sandwich board signs.
- Agreed to the purchase of a second set of Fire Department overhead doors which had been budgeted for.
- Agreed to the contract with the Lincoln County Sheriff’s Office for animal control.
