Wiscasset funds overdrafts
At a lightly attended special town meeting Aug. 29, Wiscasset voters agreed to fund overdrafts for several line items, all relating to cost increases for worker’s compensation.
The overdrafts totaled $11,502.78. Of that, $335.08 was from municipal insurances; $378.05, overlay/abatements line item; $9,037.04, Parks and Recreation; and $1,752.61, the Senior Center. Selectmen said all of of those overdrafts have already been paid and, had the measure failed, the funds would have been taken from reserves.
Residents Kim Dolce and James Kochan asked that the sums be voted on separately. However, moderator Susan Blagden told them they would have to provide an amended article deleting the portions they objected to, or they could simply vote against the measure. Neither Dolce nor Kochan submitted an amendment. Selectman Ben Rines Jr. called the vote.
Blagden wanted to give the objectors more time to formulate an amendment, but, after a question from the audience, Town Manager John O’Connell explained that when a question has been called, a vote needs to be taken.
Fourteen voters were present. Thirteen voted. Blagden did not.The tally was 7-6, with Blagden abstaining. All the selectmen voted for the article. Prior to the vote, the board had voted 4-1 to recommend the article, with Kim Andersson dissenting on the grounds the funds should have come from the reserve account. The Budget Committee voted 4-0 to recommend the article.
