In 2020, Operations Manager Ken Desmond has played a key role in Lincoln County Emergency Management Agency’s response to COVID-19. Desmond has managed the delivery of over 10,000 pieces of personal protective equipment and 650 fit tests for healthcare workers and first responders. His efforts were recognized by Director Casey Stevens during the Dec. 1 county commissioners’ meeting. 

“Throughout all this you’ve been the outside face representing Lincoln County EMA. Your willingness to take on, and volunteer for, new tasks is refreshing,” Stevens said. “Your commitment to duty during this pandemic has not wavered. You have remained steadfast. Even with a sick family member at home, you continued to complete your daily duties safely, and on time.”

Stevens presented Desmond with a ceremonial coffee mug with the words “Outstanding Service COVID-19 Response 2020” printed on it.

In other action, Stevens reported the Monday night, Nov. 30 rainstorm and high winds resulted in over two dozen county roads being closed and several being reduced to one-lane traffic. Stevens explained northern Lincoln County was hardest hit by the storm. “It started there first, and that’s where most of the damage occurred. From there, it headed toward the coastal region, and the central part got hit hard,” he said. 

County EMA has been in contact with Central Maine Power about road access. Stevens believes the roads would be fully operational in 48 hours.

Commissioners approved a sheriff’s department purchase order for the recently completed alternative sentencing program conducted at WAVUS. Sheriff Todd Brackett requested $3,160.01 for food reimbursement for the 28 inmates who participated. Brackett estimated a $6 cost per meal. 

Lincoln County Regional Planning Commission Executive Director Mary Ellen Barnes sought approval for a one-year contract renewal with the Department of Agriculture, Conservation and Forestry. Barnes reported the $17,692 contract was at the same level as last year’s. She explained the fee would assist the commission in paying for grant work and working with other state agencies. 

County Administrator Carrie Kipfer reported Maine Department of Transportation sought two more notices of takings for two projects in Dresden. MDOT is replacing culverts on routes 127 and 128. Kipfer also reported the “Farms to Families” drive through farm stand scheduled for Dec. 1 in Wiscasset was postponed. The event will take place from 11 a.m. to 4 p.m. Dec. 3 at Wiscasset Community Center. 

The commissioners’ meeting ended with a pair of executive sessions to discuss personnel issues. Brackett requested one, and Kipfer the other. Neither department head expected a vote following either session.
