Dresden drops election of office staff
Dresden selectmen on Monday reviewed the details of revised job descriptions that will go into effect this summer in the transition from elected to hired office staff.
On March 14, residents at a special town meeting authorized the board to make the change.
Currently, Ann Pierce is serving an elected term as tax collector and excise tax collector. Shirley Storkson is the elected town clerk and treasurer. Both receive stipends and are expected to hold office hours according to a predetermined hourly rate.
Under the new arrangement, the tax collector will be hired to work 30 hours a week, and the town clerk 25 hours, according to Adminstrative Assistant Michael Henderson.
On Monday, selectmen worked on wording to ensure that both employees will have up-to-date training through the Maine Municipal Association. “There are several courses offered within six months,” said Selectman Dwight Keene.
Henderson expects the public will be better served since both staff members will be able to be at the front desk for registrations, licenses and the payment of taxes.
“Each person will be able to do the other person’s job,” said Selectman Allan Moeller Sr. “People won’t have to wait.”
“There will be more overlap,” said Henderson, who said scheduling will improve office efficiency. He said he hoped to complete the transition before early summer.
The board also reviewed changes to the bounced check policy. “We are not going to accept third party checks,” said Moeller.
In other business, Maine Department of Transportation Senior Project Manager Douglas Coombs presented plans for a permanent replacement of a culvert on Route 127, .55 miles from James Eddy Road. The culvert was given a temporary replacement after a previous one failed in January 2018, according to Coombs.
The new 140 foot concrete box culvert will provide improved flow and fish passage, he said. The replacement is scheduled for the summer of 2021 and is fully funded at $625,000.
The work will take approximately two weeks and will require a major detour around the construction site, he said.
The board gave final approval for the Eastern River Child Care facility at 941 Gardiner Road.
Selectmen will look into insurance liability in permitting the use of the town office parking area for Antique Car Shows to be held on Tuesdays in the summer.
The board appointed resident Jay Cummings to serve out the remainder of Jeff Pierce’s appointed term on the Budget Review Committee.
