Former inmate sues jail
A former Two Bridges Regional Jail inmate has filed a lawsuit against Two Bridges Regional Jail, alleging that her rights were infringed when she was in custody.
In Superior Court documents filed in Wiscasset, Amanda Hayes, 34, names the jail, Administrator Mark Westrum, Lt. Richard Thompson and former corrections officer Brian Bossie in a suit that claims her eighth and 14th amendment rights were infringed while she was incarcerated at Two Bridges Regional Jail.
The suit alleges that Bossie, then a corrections officer, groped and sexually harassed Hayes, of Dixmont, in September 2011 while she was serving an eight month sentence for violating her probation after a theft conviction.
The suit alleges that throughout September 2011, Bossie harassed Hayes by making several sexual remarks and comments and requested that she be naked whenever he performed cell checks. He also allegedly gave her gifts and personal notes during the month.
The advances culminated September 30 when Bossie allegedly groped Hayes and forced her to kiss him on the mouth.
The suit claims that Bossie's supervisors at the jail knew of his illicit conduct but did nothing to stop or prevent them.
“Officer Bossie's Supervisors Col. Westrum and Lt. Thompson knew of Officer Bossie's sexual advances on female inmates, including Ms. Hayes, but failed to protect Ms. Hayes from these advances and ultimate assault,” Hayes' lawyer, Hunter Tzovarras, wrote in the suit.
It also claims that Thompson and Westrum created a work environment that “tacitly condoned or approved of Officer Bossie's inappropriate behavior towards female inmates.”
In her suit it claims Hayes suffered emotional distress, pain and suffering, anxiety, fear, humiliation, mental anguish and a loss of enjoyment for life's daily activities.
In April, 2012 Bossie pleaded guilty to assault as well as unlawful sexual touching in Lincoln County Superior Court.
She is seeking an award of compensation and punitive damages, as well as relief from attorney fees.
