Wiscasset’s planning board Monday night put conditions on its determination of completeness for Novel Energy Solutions’ proposal for a a 1,560-panel solar garden at 277 Gardiner Road. Conditions included having an approximately 400 square foot pocket of freshwater wetlands be identified on the plan, and planting native vegetation as a buffer to a residential boundary.

The vote was unanimous.
