Whitefield couple accused of stealing PIN, debit card
Lincoln County Sheriff's Office have arrested a man and claim that he allegedly peered over the shoulder of a woman to steal her debit card's PIN.
Jeffrey Luce, 37, of Whitefield was arrested May 21 and charged with felony theft by unauthorized taking after he allegedly stole a family member's debit card. Luce’s wife, Naomi Luce, 39, was also arrested and charged with felony theft.
On April 29 the victim reported to her bank, The First in Waldoboro, that money had been taken from her account without her consent. The victim was then instructed to report the matter to police, which she did by calling the Waldoboro Police Department.
On May 6, Lincoln County Sheriff's Office Det. Jared Mitkus arrested Luce for violating a protective order and violating the conditions of his release after Luce was allegedly present at the home of the victim, who is related to Luce.
While Luce was being arrested, the victim spoke with Det. Ronald Rollins and reportedly admitted that she believed Luce had been stealing money from her account. The victim told Mitkus that her card had been declined in April and that there had been charges that she reportedly did not make. As a result, the victim said she had to take money from her retirement to pay some of her bills.
The victim said Luce's wife, Naomi, had allegedly taken her debit card before.
On May 8, Mitkus received the bank statements, which totaled more than $660.
On April 22, an $11.73 purchase was made at Hannaford's in Damariscotta, then a $203 purchase at Peaslee's Quick Stop market in Jefferson, then at 7:57 p.m. at the Bank of Maine in Randolph, Luce was purported to have been shown via ATM security camera to have withdrawn $183 from the victim's bank account. At 9:15 p.m. at The First in Wiscasset, security footage again allegedly shows Luce withdrawing money, this time $40, from the victim's bank account.
At 6:46 p.m. April 23, security footage from the Bank of Maine in Randolph allegedly shows Naomi Luce taking out $163.50 from the ATM. At 7:21 p.m. another $62 was withdrawn from the Richmond Takeout.
On April 20, Jeffrey Luce allegedly went to The First in Wiscasset with the victim where Mitkus said he viewed the victim's PIN as she entered it into an ATM. Luce was on bail conditions on April 20, and one of the conditions was to have no contact with the victim. Another condition stipulated that he commit no new crimes while on release.
Jeffrey Luce was charged with class C theft by unauthorized taking, class D misuse of ID, class D violating a protective order and class E violating the conditions of his release.
Naomi Luce was charged with theft by unauthorized taking and misuse of identification. Class C crimes, which are felonies, are punishable by up to five years in prison and up to a $10,000 fine. Both class D and class E crimes are misdemeanors, with class D crimes punishable by up 364 days in jail and up to a $2,000 fine, while class E crimes are punishable by up six months in jail and a $1,000 fine.
Jeffrey Luce has previous convictions in 2013 from the Lincoln County Superior Court, including counts of forgery and theft.
Jeffrey Luce was held on $25,000 cash bail and has a court date set for July 13. He was ordered to have no contact with the victim.
